You can figure out how to do this by going to a bookstore and buying a “PHP Visual Quickstart Guide”. Then you need another program to take the IP address and do a “reverse lookup” on the IP.

There’s no way to know, but there are ways to record an IP address. With an IP address you can guess what city the person is in, but it’s not 100% accurate. And also with an IP address you can cross-reference if you have a lot of time on your hands. For example you could send someone an email and when they open it you know what their IP address is.
